Inside the box
Every collection has the same awkward phase: a few cards worth caring about, no system yet, and a desk drawer doing the job of a vault. This set is how we suggest getting out of that phase. One hundred soft sleeves go on first, straight from the pack, and one hundred hard sleeves go on second. Sleeve first, shell second — the habit is easier to learn when you have enough supplies to do it every time.
A hundred of each is not meant to house every common you own. It is meant for the cards you would be annoyed to see with a dinged corner: rookies, hits, the one your kid pulled at the counter. The soft sleeve at 2.6" x 3.6" keeps the surface from scratching, and the 3" x 4" outer shell stops bends. When this runs out, you will know your collection has grown.

For most people starting out, yes. Not every card needs a hard shell; commons live fine in a box. A hundred covers your rookies, inserts and favorites, and tells you how fast you really pull keepers before you buy bigger.
?Do I have to use the soft sleeve inside the hard one?
You can skip it, but we would not. Sliding a bare card into a rigid shell is where surface scratches and edge nicks happen. The 2.6" x 3.6" soft sleeve rides in first and takes that friction instead of the card.
